A pipe penetrates a concrete foundation wall and grade beam through a sleeve, maintaining a one-inch clearance all around. One number five reinforcing bar, twenty-four inches long, is placed above and below the sleeve within foundation walls and grade beams. No pipes are allowed to pass directly through footings or grade beams without thickening the footing when the pipe is less than twenty-four inches below the bottom of the footing, extending a minimum of one foot on each side of the sleeve.
