A six-inch concrete pour-in-place wall bears on a continuous concrete footing reinforced with three continuous number five bars and number four bars at eighteen inches on center. The foundation wall contains vertical number five bars at ten inches on center at the centerline of the panel and horizontal number four bars at twelve inches on center. A six-inch concrete slab with number three bars at eighteen inches on center each way ties into the foundation wall at multiple levels. A tube steel handrail inserts into a two-inch diameter pipe sleeve cast into the top concrete beam, with a three-inch by three-inch by one-quarter-inch plate welded to the sleeve.
