The concrete steps and footing face must be cast directly against undisturbed earth. If the excavation ravels, the space is backfilled with concrete when the footing is cast. Reinforcing steel is placed within the concrete section maintaining minimum thickness "D" and maximum rise "H" of two feet zero inches.
