A rectangular concrete column measuring twenty-four inches by sixteen inches is reinforced with longitudinal bars and enclosing closed ties. Seismic crossties span the interior of the section with one hundred thirty-five degree hooks having a minimum extension of six bar diameters or three inches, whichever is greater. Closed ties wrap the exterior perimeter of the reinforcing cage.
