A structural steel weld access hole and shear tab connect a frame beam web and a gusset plate. The shear connection plate has a thickness equal to the larger of the beam web thickness or three-eighths of an inch minimum. A shim plate of thickness ts is provided beneath the shear tab where required, welded on three sides with a weld size of tp minus one-sixteenth of an inch. The beam web connects to the gusset plate using a complete joint penetration weld designated as demand critical. The weld access hole features specific geometric clearances, including a one-half to one-inch weld clearance, a one-quarter to one-half inch typical height, and an angle ranging from twenty to forty degrees. Minimum dimensional clearances of one inch and two inches govern the layout adjacent to the frame beam flange.
