A pipe penetrates the concrete foundation wall and footing through a sleeve with a minimum one-inch clearance all around. Reinforcement consists of one number five bar by twenty-four inches long placed both above and below the sleeve in foundation walls and grade beams. Footings are thickened where the pipe is less than twenty-four inches below the bottom of the footing, extending a minimum of one foot on each side of the sleeve. Utility trenches must be backfilled and compacted per geotechnical recommendations, with no digging allowed for pipe trenches parallel to the footing within the designated boundary.
