Two number 4 reinforcing bars, each 4 feet long, are placed diagonally in the concrete slab at re-entrant corners created by column block-outs, intersecting control or construction joints, or depressed slab conditions. These bars are required specifically where joints do not extend from the corners of the block-out or where joints terminate at an intersection. The reinforcement is intended to mitigate stress concentrations and prevent diagonal cracking at these geometric discontinuities.
