A stepped concrete footing with continuous reinforcing steel features bottom footing reinforcement continuing through the step with a diagonal lap splice matching the size and spacing of the footing reinforcement. A minimum clear cover of three inches is maintained throughout the footing and steps. The step dimensions include a maximum rise of two feet and a run defined as twice the rise.
