A cast-in-place concrete retaining wall supports a concrete slab reinforced with number three bars at eighteen inches on center each way. A concrete guardrail curb extends above the slab, anchored by a pipe sleeve set into the concrete and fitted tight with the guardrail. A three-inch by three-inch by quarter-inch plate is welded to the sleeve at its base within the concrete pour. The wall footing is reinforced with continuous number four bars and transverse number four bars at twelve and eighteen inches on center. Non-shrink grout fills the annular space around the guardrail post within the sleeve.
