A pipe penetrates a reinforced concrete grade beam or footing through a sleeve with an inner diameter two inches larger than the pipe outside diameter or bell outside diameter. The void between the pipe and sleeve is sealed with an elastic waterproof material. The concrete reinforcement includes bottom rebar matching the size and number of the pipe rebar, two number 5 by six foot side bars at each face, and additional number 4 stirrups at each side spaced at two feet typical.
