A utility sleeve penetrates a concrete grade beam with its diameter limited to a maximum of one-third the grade beam width. Grade beam reinforcement is diverted around the sleeve opening using a slope of one to six. A class B lap splice is provided in the longitudinal rebar adjacent to the sleeve. The outside face of the sleeve maintains a minimum clearance equal to one-third of the grade beam width from the sides.
