A continuous reinforced grade beam accommodates utility pipes passing through metal sleeves with a diameter equal to the pipe diameter plus two inches. The pipes are positioned in the upper portion of the section with a maximum depth of D/3 from the top, maintaining a minimum two-inch clearance above the bottom reinforcement and a six-inch minimum above the bottom edge. Additional ties are provided on each side of every sleeve at a minimum spacing of three times the sleeve diameter. Four additional number six reinforcing bars are placed at equal spacing over a four-foot typical length below the penetration.
