A pipe sleeve fits tight with the guardrail and is filled with non-shrink grout. A 3-inch by 3-inch by 1/4-inch plate is welded to the sleeve and embedded within a concrete stem wall. The stem wall features reinforcing bars consisting of number 4 bars at 18 inches on center and number 4 bars at 12 inches on center continuous, with two number 4 continuous bars at the base. A 6-inch concrete slab with number 3 bars at 18 inches on center each way ties into the stem wall.
