A pipe penetrates through a concrete tank or foundation wall utilizing a cast-in PVC coupling sized to suit the pipe. Two rubber O-ring gaskets are positioned within the coupling to seal the annular space against fluid migration. The PVC coupling is cast directly into the concrete wall.
