Reinforcing modifications accommodate a pipe or conduit penetration located below the middle third of a concrete structural member. A sleeve is accommodated with a two-inch typical clearance, and the tie at the penetration is omitted. Additional bottom bars matching the size and quantity of the interrupted bars are provided, dropping along a one-in-six slope. One extra stirrup is added on each side of the sleeve, and stirrups are spaced at four inches on center along the length of the lap splice. Stirrups are enlarged at the deepened footing to match the size and spacing of typical stirrups.
