A reinforcing bar is welded parallel to a structural steel plate using low-hydrogen electrodes. The fillet welds are proportioned with a minimum size of one-sixteenth inch and dimensioned relative to the bar diameter. Spacing and dimensions are set at one-third of the bar diameter for both weld leg size and throat clearance. The steel plate provides the base support for the welded reinforcing bar assembly.
