A pipe passes through a concrete foundation wall and grade beam via a sleeve, maintaining a one-inch clearance all around. One number five reinforcing bar by twenty-four inches long is placed both above and below the sleeve in foundation walls and grade beams. No pipe is allowed to pass through footings or grade beams without thickening the footing when the pipe is less than twenty-four inches below the bottom of the footing, extending a minimum of one foot on each side of the sleeve.
