Straight bar development length in special moment frame columns is evaluated relative to the confined core length, designated as CCL. When the required seismic development length exceeds the confined core length, the portion extending beyond is multiplied by a factor of 1.6. When the required seismic development length is less than or equal to the confined core length, the full development length fits entirely within the confined core boundaries.
