A wide flange structural steel column bears on a base plate atop a reinforced concrete footing with ASTM F1554 Grade 36 anchor bolts, leveling nuts, and a 1 1/2-inch non-shrink grout layer. A continuous sheet flexible foam isolation joint filler surrounds the column base within a concrete fill pocket separated by a 10 mil Visqueen vapor barrier over the footing. A diamond-shaped block-out with smooth surfaces and bond breaker allows for slab isolation. Plate washers measuring 1/4 inch by 3 inches by 3 inches with double nuts and knurled threads secure the anchor bolts.
