A core plate and lug plate assembly are encased in grout fill within a hollow structural tube and pipe. A proprietary interface material surrounds the core plate profile directly against the grout fill. A clearance gap designated by tc is maintained at the interior wall of the tube and pipe sections. The assembly integrates a cruciform core plate configuration to transfer loads between the internal plates and the outer hollow section.
