Utility pipes crossing foundation walls require a sleeve with a one-inch clearance all around. No pipes are allowed to pass directly through the structural footing unless maintaining a minimum four-inch and maximum twenty-four-inch distance below the bottom of the footing, with thickened footing requirements when the pipe is less than twenty-four inches below the bottom of the footing. Parallel utility trenches must maintain an eighteen-inch clearance boundary from the footing with a two-to-one slope restriction, requiring verification with structural engineering.
