Utility pipes penetrating concrete foundation walls and footings must utilize a sleeve maintaining a 1-inch minimum clearance all around. Pipes crossing below footings require the footing to be thickened when located less than 24 inches below the bottom of the footing, with a minimum vertical separation of 4 inches and maximum of 24 inches. Parallel utility trenches must respect a specified slope boundary away from the footing and avoid excavation within restricted zones.
