A direct bury ball valve with an insulated jacket connects to the piping system at variable depth below finish grade. The valve assembly includes an operator extension and blind flange operated by a portable planetary gearbox valve operator. A traffic-rated valve box with a bolt-on cover sits flush with the finish grade atop ten-by-twenty-by-two-inch concrete block supports typical of two. Eight inches of gravel surrounds and sits under the valve box assembly for drainage.
