A service pipe penetrates a concrete foundation wall through a metal pipe sleeve embedded in the concrete. A waterstop ring is welded to the exterior of the pipe sleeve with a quarter-inch continuous weld on both sides to prevent moisture migration. A mechanical linkage compression seal fills the annular space between the service pipe and the sleeve. The exterior pipe coating terminates just outside the wall assembly.
