A pipe penetrates a below-grade poured concrete or concrete masonry unit wall through a molded non-metallic high-density polyethylene sleeve featuring an integral molded water-stop ring four inches larger than the outside diameter of the sleeve. The annular space between the pipe and sleeve is sealed with rubber interlocking links such as Link-Seal, and packed oakum fills the remaining void on the exterior side. Mastic coating is applied to the wall and pipe at the exterior ground interface, and an escutcheon plate is fitted where the assembly is exposed on the interior.
