A pipe penetrates a below-grade poured concrete or concrete masonry unit exterior wall through a molded non-metallic high-density polyethylene sleeve featuring an integral molded water-stop ring four inches larger than the outside diameter of the sleeve itself. The exterior wall and pipe receive a mastic coating adjacent to the ground. The annular space between the pipe and the sleeve is sealed with rubber interlocking links such as a pipeline seal and insulator model Link-Seal or approved, along with packed oakum. An escutcheon plate finishes the interior wall penetration.
