A pipe passes through a concrete wall via a steel wall sleeve sized per plans. An elastomeric seal element fits annularly between the pipe and the sleeve. Tightening bolts draw pressure plates together against the seal element to compress the rubber and create a watertight mechanical seal typical of linked-seal type penetrations.
