A galvanized pipe sleeve is installed within the exterior wall framing, sized with an inner diameter one and one-half inches larger than the outside diameter of the penetrating pipe. The annular space around the pipe is packed solid with closed cell flexible foam backing and sealed watertight. Wall framing is built out to frame around the pipe sleeve. Typical escutcheon plates are fitted on both the interior and exterior sides where the pipe is exposed. Pipe supports are installed within eighteen inches of the wall on the interior side.
