An underground utility installation beneath new pavement requires a minimum twenty-one-inch trench width to allow for compaction of the aggregate base to ninety-five percent. The trench contains a mainline or lateral line positioned within a pipe sleeve sized to twice the pipe diameter, accompanied by a conduit for control wires sized as needed. The embedment zone is filled with compacted backfill extending at least eighteen inches from the bottom of the aggregate base.
