A structural slab supports a waterproofing layer and protection board, overlain by a drainage mat and compacted sand. Lightweight soil fills the planting bed, containing plant tablets and rootballs or turf covered with mulch, bounded by an adjacent surface of varying height. A soil separator is positioned between the lightweight soil and lower layers.
