A flush planter and guardrail assembly is integrated into a concrete paving system with a subgrade base. A guardrail post anchors into the concrete planter curb, which maintains a level alignment per plan. Drainage and waterproofing layers line the interior of the concrete planter box to protect the surrounding paving and structure.
