The subgrade consists of an undisturbed layer below a first lift of topsoil rototilled directly into the subgrade. A second lift of topsoil is placed above, finished flush with adjacent curbs and sidewalks at the finish grade. All planting areas must be compacted to a maximum density of eighty-five percent. If compaction exceeds this limit, the contractor is required to rip or plow the subgrade to a twelve-inch depth.
