An underground utility assembly encloses a water valve connected to a main pipeline within a valve box. A protective sleeve surrounds the upper valve stem and handwheel, maintaining a minimum clearance of one inch around the operating mechanism. The valve box is set within compacted backfill and granular bedding material, maintaining a minimum depth of twenty-four inches from the finished grade to the top of the main pipe. The concrete collar or pavement surround provides a twelve-inch minimum clearance from the edge of the access lid. Pipeline joints and fittings are secured with mechanical couplings or restraint harnesses.
