A sensor decoder and flow sensor are housed inside an underground valve box set flush with grade. The assembly includes a main pipeline resting on a gravel bed with structural supports, connected to a pulse transmitter and wiring routed through secondary wire paths. A grounding rod is driven into the earth below the valve box with grounding wire connections. Notes specify maximum wire path lengths, extra service loop requirements, system compatibility guidelines, and grounding resistance thresholds.
