A flagpole is set into a steel foundation sleeve embedded within a four-foot-deep concrete footing of three thousand psi concrete. The pole is secured inside the sleeve using tightly tamped dry sand after alignment, supported by steel centering wedges and a ground spike extending one foot six inches below the footing. An aluminum flash collar seals the top of the sleeve with waterproof cement caulking compound, and surrounding concrete paving is flush with the top of the footing, separated by typical expansion joints. Hardwood wedges and compacted subgrade at ninety percent compaction surround the excavation.
