A galvanized steel fence post sits inside a matching galvanized pipe sleeve embedded within a precast concrete barrier. The annular space between the post and the sleeve is filled with an epoxy grout resin compound. The precast concrete barrier is fabricated with post holes to provide structural support for the embedded fence posts.
