Areas beneath open stairs with reduced vertical clearance require a guard rail to prevent access into hazard areas. The underside of the stair creates an overhead obstruction where the vertical clearance falls below the minimum requirement. A protective barrier must be installed where the headroom clearance is twenty-seven inches maximum above the finished floor.
