Utility lines crossing with less than twelve inches of vertical clearance require a six-inch thick polyethylene plastic foam pad packed between the lines. The pad must maintain a minimum horizontal overlap of one-half inch relative to the lower utility to ensure proper separation and protection between intersecting utility lines.
