Pervious bags of burlap or woven geotextile fabric are filled with gravel, layered, and packed tightly around a curb inlet to form a sediment barrier on gently sloping streets. A one-bag gap is left in the top row to provide a spillway overflow where the top of the spillway remains lower than the top of the curb. Ponding and spillway height equals the top of the curb to allow water to pond and sediment to separate from runoff. Barriers are placed to handle street slope runoff direction while maintaining accessibility to the back of the curb and lip of the gutter.
