A concrete collar is cast around the upper portion of a utility riser pipe, such as a valve box or cleanout located outside concrete pavement areas. The collar measures one foot in depth and extends six inches out from the pipe, with the outside edges formed using sonotube and finished with a one-half inch rounded corner typically. The riser pipe extends upward through the center of the collar to receive a frame and cover assembly flush with the top surface.
