A PVC pipe stub penetrates the concrete wall of the flow control structure and is sealed with non-shrink grout. A shielded coupling connects the exterior pipe to a PVC adapter featuring a double gasket and adhesive bonded sand finish at least seven inches long. A caulk space is maintained between the PVC adapter and the pipe stub. Inside the structure, a PVC cross connects to the stub and houses an orifice plate at the invert along with a pivoting shear gate. The entire control device assembly is designed to be removable from inside the flow control structure.
