A removable bollard assembly embedded in a concrete foundation sleeve. The sleeve consists of a six-inch schedule forty steel pipe, painted red after installation and filled with concrete, extending five feet below the adjacent surface. The removable post is constructed from a four-inch schedule eighty steel pipe, painted yellow after installation, extending four feet above the finished surface and topped with a cap. A hinged locking plate with a welded padlock eye secures the removable pipe in place. The surrounding concrete is sloped to drain away from the post.
