The pavement assembly consists of a 3-inch thick layer of asphalt concrete pavement over a 7-inch thick layer of Class 2 aggregate base, which must be compacted to 95 percent relative compaction. Below the aggregate base is a 24-inch layer of non-expansive, compacted fill as specified by the geotechnical report. The bottom layer requires the native soil to be scarified to a depth of 12 inches, moisture conditioned to near optimum water content, and compacted to 95 percent relative compaction, assuming an R-value of 5 for the subgrade.
