A gate valve assembly is installed on a water line for both paved and unpaved areas. The paved area installation features an asphalt pavement section over a concrete collar with welded wire fabric reinforcement, a bituminous tack coat, and a cast-iron cover with the word "water" cast in the center. The unpaved area installation uses a concrete cover marked with the word "water" over a concrete pipe enclosure. Both configurations maintain a twelve-inch minimum to eighteen-inch maximum clearance from the finish grade to the operating nut. A concrete pipe or riser extends down to house the flanged gate valve mounted directly on the water line pipe below.
