A six-inch concrete pour-in-place wall rests on a continuous concrete footing reinforced with three number five continuous bars and number four bars spaced at eighteen inches on center each way with three inches of clear cover. The stem wall extends upward to support a six-inch concrete slab reinforced with number three bars at eighteen inches on center each way. Vertical reinforcement in the wall consists of number four bars at twelve inches on center at the centerline of the panel, with horizontal number four bars at twelve inches on center. A top concrete slab or curb accommodates a two-inch diameter pipe sleeve embedded ten inches deep, containing a tube steel handrail welded to a three-inch by three-inch by quarter-inch plate inside the sleeve.
