Amended planting soil sits below a pre-emergent herbicide layer and a top dressing material with a three-inch minimum depth. The finish grade of the top dressing is set one inch below the adjacent pavement or curbing. The finish grade of the pavement or curbing aligns higher than the finish soil grade.
