A three-quarter inch diameter steel rod is offset from a steel plate with a minimum five-inch clearance and a minimum five-inch vertical length. The lower leg of the rod extends down with a minimum three-inch dimension along the plate face, terminating in a welded connection. Minimum dimensions govern the offset geometry and weld placement relative to the plate.
