A stair guardrail and handrail assembly mounts to a concrete floor and a galvanized metal plate or channel stringer. The guardrail uses one-inch diameter vertical bars and horizontal members spaced to prevent a four-inch diameter sphere from passing through openings up to a height of thirty-four inches, with a total guard rail height of three feet six inches. A one-and-a-half-inch outside diameter handrail is positioned at a height of three feet. The assembly connects to metal pan steel treads or concrete-filled steel pan treads supported by structural steel angles bolted to the stringer.
