A steel pipe handrail is secured by 4 inches by 4 inches by 1/4 inch tube steel posts embedded into a 2500 PSI concrete footing. The concrete footing measures 3 feet 2 inches by 2 feet with an 18 inch maximum depth and a total height of 5 feet 6 inches. Asphalt concrete paving per civil plans abuts the concrete footing. A track or guide mechanism is centered between the tube steel posts above the footing.
