A tilt-up concrete monolithic panel bears against a concrete slab-on-grade. A joint-filler strip separates the slab edge from the interior face of the concrete panel. Aluminum-faced rigid board insulation is installed vertically against the interior face of the panel above the slab. Below the slab, extruded-polystyrene board insulation is placed against the exterior face of the panel, adjacent to a drainage course. A vapor retarder is positioned beneath the slab-on-grade. The exterior finish grade is sloped away from the building as specified by civil engineering requirements.
